Public Housing Agencies (PHA)
application for funding of new Housing Choice Vouchers to promote
family unification. The Family Unification Program (FUP) is a
program under which vouchers are provided to families for whom the
lack of adequate housing is a primary factor in the imminent
placement of the family's child, or children, in out-of-home care;
or the delay in the discharge of the child, or children, to the
family from out-of-home care. Youths at least 18 years old and not
more than 21 years old (have not reached 22nd birthday) who left
foster care at age 16 or older and who do not have adequate housing
are also eligible to receive housing assistance under the FUP. A
FUP voucher issued to such a youth may only be used to provide
housing assistance for the youth for a maximum of 18
months.
In compliance with the
requirements of 5 CFR 1320.13, request processing within 7 days.
Title II of Division A of the Consolidated Appropriations Act 2010,
(PL 111-117, December 16, 2009) established up to $15,000,000 for
incremental voucher assistance to be provided through the FUP. The
FUP NOFA is not outlined within HUD's FY-2010 on grants.gov with a
public release date of July/August 2010. This month, OMB completed
its review of the FUP NOFA for economic impacts. The use of normal
clearance procedures is likely to prevent or disrupt the collection
of information and is reasonably likely to cause the agency to miss
a statutory deadline.

This is an extension of a
previously approved collection. The changes in total burden hours
is attributable to the incorporation of HUDs 2010 policy
priorities into the FUP rating criteria, an expansion and
refinement of criteria to be evaluated for FUP applications, and an
adjustment to reflect that reporting and recordkeeping are only
associated with respondents who selected to receive funding and not
all applicants.
