The Financial Management Service (FMS) has requested the Federal Reserve Bank (FRB) of St. Louis (acting as Treasury's Fiscal Agent) to contract with a market research firm to conduct a research study with the Internal Revenue Service (IRS) among unbanked and underbanked tax refund recipients in support of the Tax Time Account Pilot. Market research is necessary prior to launching the pilot to uncover barriers to using the Tax Time Debit Card Account to receive tax payments, probe preferred instruments for receiving tax refund payments, test product development ideas, delivery mechanisms, and collateral material to encourage adoption and usage of the card.
Ten focus groups will be conducted and approximately 181 hours of burden will be imposed as a result of this survey. Potential focus group participants will be contacted and go through a screening to participate. We ask that this package be expedited because of its importance to getting unbanked and under banked people to participate in a debit card account pilot during this upcoming 2010 tax filing season. This pilot is a part of the Go Direct Campaign, and is supported by the Fiscal Assistant Secretary of the Treasury and other Treasury Officials.
