SUPPLEMENTARY INFORMATION: The
National Flood Insurance Program
(NFIP) is authorized by 42 U.S.C. 4001
et seq. (Pub. L. 90–448 (1968) and
expanded by Pub. L. 93–234 (1973)).
The Department of Homeland Security’s
Federal Emergency Management Agency
(FEMA) administers the National Flood
Insurance Program (NFIP) and
maintains the maps that depict flood
hazard information. In 44 CFR Part 65.3,
communities are required to submit
technical information concerning flood
hazards and plans to avoid potential
flood hazards when physical changes
occur. In 44 CFR Part 65.4, communities
are provided the right to submit
technical information when
inconsistencies on maps are identified.
In order to revise the Base (1-percent
annual chance) Flood Elevations (BFEs),
Special Flood Hazard Areas (SFHAs),
and floodways presented on the NFIP
maps, a community must submit
scientific or technical data
demonstrating the need for a revision.
The NFIP regulations cited in 44 CFR
Part 65 outline the data that must be
submitted for these requests.

Consistent
with performance-based management
practices mandated by the Government
Performance Results Act (GPRA) (Pub.
L. 103.62 Section 2) FEMA has
established the FEMA Mitigation Best
Practices success story process to collect
and disseminate information describing
successful mitigation and flood
insurance practices occurring in
communities nationwide. Title 44 CFR
part 2 institutes the process whereby
FEMA will promote mitigation activities
through the availability of information
regarding such. By making this type of
detail available, FEMA can translate
hazard data into useable information for
community risk management. The
stories incorporate mitigation strategies
that have been successfully
implemented and provide real-world
evidence of the ability to protect against
all hazards.
