ACTION: 30-Day Notice and request for comments;
Extension of a Currently Approved Information Collection: 1670-0009.
SUMMARY:

The Department of Homeland Security, National Protection and

Programs Directorate, Office of Infrastructure Protection, Sector-Specific Agency,
Executive Management Office, will submitted the following information collection
request (ICR) to the Office of Management and Budget (OMB) for review and clearance
in accordance with the Paperwork Reduction Act of 1995 (P.L. 104-13, 44 U.S.C.
Chapter 35). The National Protection and Programs Directorate is soliciting comments
concerning the Extension of a Currently Approved Information Collection Request,
Chemical Security Awareness Training Program. DHS previously published this
information collection request (ICR) in the Federal Register on August 27, 2010 at 75 FR
52768, for a 60-day public comment period. 0 number of comments were received by
DHS. The purpose of this notice is to allow additional 30-days for public comments.

process is conducted in accordance with 5 CFR 1320.10.

The Office of Management and Budget is particularly interested in comments which:
1.

Evaluate whether the proposed collection of information is necessary for
the proper performance of the functions of the agency, including whether
the information will have practical utility;

2. Evaluate the accuracy of the agency's estimate of the burden of the
proposed collection of information, including the validity of the
methodology and assumptions used;
3. Enhance the quality, utility, and clarity of the information to be collected;
and
4. Minimize the burden of the collection of information on those who are to

respond, including through the use of appropriate automated, electronic,
mechanical, or other technological collection techniques or other forms of
information technology, e.g., permitting electronic submissions of
responses.
SUPPLEMENTARY INFORMATION: The Chemical Sector-Specific Agency, within
the DHS NPPD/IP/Sector-Specific Agency Executive Management Office (SSA EMO),
provides an on-line voluntary training program to improve security in the chemical
industry sector. Information is automatically collected in a computer database as result of
individuals engaging in the training. Explicit reporting or recordkeeping is not required.
The training is designed for the general chemical facility employee. U.S. chemical
industry direct employment is about 850,000 (2009 per American Chemistry Council);
approximately 400,000 employees are estimated as potential participants. Estimated
duration in the first year to complete the registration, training, and survey is 60 minutes,
and less if individuals do ``refresher'' in succeeding years. Minimal participation data is
collected as trainees complete the on-line exercises. Upon completion, a Certificate of
Completion is generated at the trainee's computer work station, printed and optionally emailed to a facility supervisor. DHS will monitor program participation, success in
training and basic distribution variables submitted upon registration.
