2010 Post-Election Voting Survey of Overseas Civilians
This survey is conducted by the Federal Voting Assistance Program (FVAP),
which informs and educates United States citizens covered by the Uniformed
and Overseas Citizens Absentee Voting Act (UOCAVA). The UOCAVA
covers members of the Uniformed Services, their family members, and citizens
residing outside the United States.

Agency Disclosure Notice
The public reporting burden for this collection of information is estimated to
average 30 minutes per response, including the time for reviewing the
instructions, searching existing data sources, gathering and maintaining the data
needed, and completing and reviewing the collection of information. Send
comments regarding this burden estimate or any other aspect of this collection
of information, including suggestions for reducing the burden, to the
Department of Defense, Executive Services Directorate (insert number).
Respondents should be aware that notwithstanding any other provision of law,
no person shall be subject to any penalty for failing to comply with a collection
of information if it does not display a currently valid OMB control number.

Privacy Advisory Statement & Informed Consent
Information
This notice informs you of the purpose of the 2010 Post-Election Voting
Survey of Overseas Civilians and how the findings of these surveys will be
used. It also provides information about the privacy advisory and about
informed consent.
AUTHORITY: The Uniformed and Overseas Citizens Absentee Voting Act
of 1986, Section 101.b (1), 42 USC §1973ff.
PRINCIPAL PURPOSE: Information collected in this survey will be used to
research areas where the electoral process can be improved for overseas

civilians. Reports will be provided to the President of the United States, the
United States Congress, the Office of the Secretary of Defense, and the Federal
Voting Assistance Program. Findings will be used in reports and testimony
provided to Congress. Some findings may be published by the Defense
Manpower Data Center (DMDC) or in professional journals, or presented at
conferences, symposia, and scientific meetings. Data could be used in future
research and datasets may be analyzed by researchers outside of DMDC.
Reports on results from these surveys will be posted on the Web:
http://www.fvap.gov/reference/index.html. In none of these cases will survey
responses be reported for identifiable individual(s).
ROUTINE USES: None.
DISCLOSURE: Providing information on this survey is voluntary. Most
people take 30 minutes to complete the survey. There is no penalty or loss of
benefits to which you are entitled if you choose not to respond. However,
maximum participation is encouraged so that the data will be complete and
representative. Your survey responses will be kept private to the extent
permitted by law. Identifying information will be used only by government
and contractor staff engaged in, and for purposes of, the survey research.
SURVEY ELIGIBILITY AND POTENTIAL BENEFITS: DMDC has
selected you to participate in this survey effort, non-Federal civilians or citizens
residing overseas or outside the United States who have registered with their
embassy or consulate. This is your chance to be heard on issues that affect the
overseas voting experience. While there is no direct benefit for your individual
participation, your responses on this survey make a difference.
STATEMENT OF RISK: The data collection procedures are not expected to
involve any risk or discomfort to you. The only risk to you is accidental or
unintentional disclosure of the data you provide. However, the government and
its contractors have a number of policies and procedures to ensure that survey
data are safe and protected, and, no identifying information (name, address,
Social Security Number) is being collected as part of the survey. Government
and contractor staff members have been trained to protect survey data.

Once you start answering the survey, if you desire to withdraw your answers
please notify the Survey Processing Center prior to January 11, 2011. Please
include in the e-mail your Ticket Number. Unless withdrawn, partially
completed survey data may be used after that date.
