Justification of 83-C Submission Affecting the Notice of Medicare Non-Coverage (NOMNC) and Detailed Explanation of Non-Coverage (DENC) Collection Instruments
OMB has previously approved English and Spanish versions of the Notice of Medicare Non-Coverage (NOMNC) and the Detailed Explanation of Non-Coverage (DENC) – OMB approval number 0938-0910.
This submission is intended to comport with the recently revised version of CMS-10095. These are exact translations of the English versions of these notices. The translations are nonmaterial changes and do not alter the purpose, meaning, or use of the NOMNC or DENC.
Note that the NOMNC and DENC are translated into Spanish, but the instructions are not. It is unnecessary to translate the instructions, because the instructions are not provided to the Medicare beneficiary (Part C plan enrollee). The Part C plan enrollee will receive the notices, but the enrollee will not receive the instructions. Again, the instructions are for use by Part C plans and providers in completing the notices sent to the enrollee.
