SUBJECT: Non-substantive Change Request for the Occupational Employment Statistics Survey (OES) – Green Goods and Services Occupational Data Collection
As referenced in materials presented for 1220-0042, the Occupational Employment and Wages Report, the Fiscal Year 2010 Congressional Appropriation provided for ongoing funding for BLS estimates of green jobs employment. BLS will measure employment through the Green Goods and Services survey (GGS), currently in clearance. While the GGS survey asks a very limited number of questions and collects few data items, it provides an opportunity to link sampled establishments with occupational information that they have provided to BLS through the Occupational Employment Statistics (OES) survey. Linking the GGS sample to the OES will help limit burden imposed on employers but at the same time provide a description of occupational staffing in the green economy using the Standard Occupational Classification.
BLS determined that the GGS sample could not be selected from a frame comprised of the OES sample without compromising the efficiency of the GGS. Therefore, the GGS sample will be selected from the Bureau’s business establishment list and then matched with the OES sample. A representative sample of the GGS sample units (that do not match already selected OES units) will then be selected and these sample units will be introduced into regular OES collection to gather information on occupational staffing patterns and wages. This will be an annual supplemental sample of about 25,000 units with an estimated respondent burden of 18,750 hours annually. Other than the additional units there are no operational or form changes to the OES collection effort.
This data collection effort would commence with the OES May 2011 sample panel.
Current OMB approval of the OES survey is scheduled to expire October 31, 2013.
