1. I don’t see where the promise of confidentiality is. Is it read to respondents? If so, it should be included on the instrument.

Answer: Below is the Introductory Script that will be read to respondents at the beginning of each interview. It will be included on the Instrument.

2. Did you receive OMB approval to begin collecting information for recruitment purposes?

Answer: Yes. OMB sent the approval on May 7, 2010.

Study Description and Confidentiality Policy

INTRODUCTORY SCRIPT

• We are assessing what has happened to tax credit projects that have since reached the 15-year mark.

• The study is funded by the US Department of Housing and Urban Development (HUD).

• As part of the study, we would like to complete a survey interview with you on your experience as an owner of rental housing developed with the tax credit program.

• The interview will last about one hour.

• The information you provide will be kept confidential to the extent allowed by law.

• Data will only be presented in the aggregate.

• Participants will not be named in the research reports produced by the study, and no specific data will be attributed to specific survey respondents.

• Participation is voluntary, and refusal to participate will involve no penalty or loss of benefits for which you are otherwise entitled (such as your relationship to HUD or participation in the LIHTC Program).

• You and your firm may discontinue participation at any time without penalty or loss of benefits for which you are otherwise entitled (such as your relationship to HUD or participation in the LIHTC Program).
