concluding this ICR as improperly submitted. In consideration of
the previous terms of clearance, stating, "In accordance with 5 CFR
1320, the information collection is approved for 18 months. Should
USDA request extension of this approval, they should explore
electronic methods of submission for the information or the update
process", FSA must provide a timeline for the implementation of the
SCIMS software system enhancements.

Critical Customer Data is required in
order to identify USDA program participants and ensure that
benefits are directed to the correct customer and respective Tax
Identification Numbers.
The burden hours were decreased
by 15,525 hours which were travel times. However, the burden hours
of 8,798 have not change since the last OMB approval. The travel
times were incorrectly included in the previous information
collection since they only provide the data changes to Service
Center when conducting regular business as explained earlier in
this document.
