The following listed below are revisions to the collection:

• The burden (respondents/responses/burden hours) remains unchanged. The PROGRAM CHANGE associated with 2 rulemakings—

  • Notice of Arrival on the Outer Continental Shelf (NOA-OCS) [USCG-2008-1088; RIN 1625-AB28] and,

  • Nontank Vessel Response Plans and Other Vessel Response Plan Requirements (NTVRP) [USCG-2008-1070; RIN 1625-AB27],

were previously approved by OMB on 29 Jan 2010. That OMB approval had Terms of Clearance (ICR Ref. No. 200812-1625-003) that stated—“Any rule which proposes a change to (or addition of) information collections associated with this information collection should include reference to this information collection package (and associated OMB control number) in the preamble of the rule. The ICRs associated with the proposed rules discussed in the supporting statement should be submitted to OMB when each of the final rules (referenced in the supporting statement) are submitted for OMB review.” (emphasis added) This submission is in responses to that requirement.
