This ICR is approved. OMB notes that the burden estimates are primarily for state primacy applications to receive authority to administer the Class VI program. A very small burden is estimated for a few Class VI wells beginning in the 3rd year of the approval period. When this ICR is resubmitted for renewal, the agency should update these estimates to reflect full implementation and the full projected number of Class VI wells.

The U.S. Environmental Protection Agency (EPA or the Agency) is promulgating federal requirements under the UIC program for carbon dioxide (CO2) geologic sequestration (GS) wells. GS is the process of injecting CO2 captured from an emission source (e.g., a power plant or industrial facility) into deep subsurface rock formations for long-term storage. It is part of a portfolio of options that could help reduce CO2 emissions to the atmosphere and mitigate climate change. EPA's Office of Ground Water and Drinking Water (OGWDW) is promulgating a regulation that will require the collection of information to ensure a consistent approach to the permitting application and monitoring requirements for all CO2 GS wells.

The GS Rule establishes a new class of injection well - Class VI - for GS projects based on the unique challenges of preventing potential endangerment to underground sources of drinking water (USDWs) from these operations. The GS Rule mandates technical criteria for geological site characterization; determination of the area of review (AoR) and corrective action; well construction and operation; mechanical integrity testing (MIT) and monitoring; and well plugging, post-injection site care (PISC) and site closure.
