The Federal Housing Finance Agency (FHFA), pursuant to 5 C.F.R. § 1320.13, hereby
requests emergency approval by December 30, 2010, of revisions to the information collection,
“Federal Home Loan Bank Directors,” 0MB No. 2590-0006, which is due to expire on February
28, 2011. More specifically, FHFA is requesting review of revisions to the Federal Home Loan
Bank Director Election and Eligibility forms associated with the collection. We are requesting
emergency review because the revised forms will be used in early January 2011. The revisions
are the result of statutory requirements, and are described in the enclosed supporting statement.
The notice that FHFA will publish in the Federal Register is also enclosed.
FHFA has determined that this request meets the criteria of 5 C.F.R. § 1320.13 in that the
collection of information is needed prior to the expiration of time periods established under 5
CFR part 1320, it is essential to the mission of FHFA, and FHFA cannot reasonably comply with
the normal clearance procedures because the use of normal clearance procedures, which take at
least 90 days, will prevent the collection of information, which is expected to begin in early
January 2011. Additionally, staff limitations arising from the diversion of resources that was
necessary in order to fulfill the agency’s rulemaking and other responsibilities mandated under
the recent Dodd-Frank financial reform legislation prevented FI-IFA from preparing its
submission in time to follow the normal clearance procedures.
