Acknowledgement of Terms of Clearance

Terms of Clearance from the previous approval of this collection on April 9, 2009 requested more information on ICE’s effort to make the submission and processing of the I-352 (Immigration Bond) completely electronic. ICE previously initiated the eBonds system which will be rolled out in various phases. The first phase, which is currently operational, allows Surety companies to access, complete and submit immigration bonds electronically to ICE via a secure web-based interface. The second phase of the eBonds implementation will expand the access to the general public. This second phase is projected to be operational within the next 1-2 years. With the implementation of the second phase, all of the classes of respondents for this collection will be able to complete and submit an immigration bond electronically via the web-based interface. Immigration bonds completed and submitted via eBonds are processed (reviewed, approved, denied, notifications to obligor) by ICE Bond Management Unit and Office of Financial Management personnel. There is no paper created or processed internally with eBonds.

Until the second phase of eBonds is implemented, immigration bonds are completed by the general public manually. These bonds, once received at an ICE Enforcement and Removal Operations field office, are entered into ICEs’ Bond Management Information System Web Version (BMIS-Web) which is the web-based database which tracks the lifecycle of immigration bonds from the time an individual post a bond until the time the bond is considered closed. BMIS-Web, along with the ENFORCE Alien Removal Module (EARM), is the electronic method that information regarding bonds is shared between ICE offices. eBonds is linked to BMIS-Web and EARM as well.
