In an FCC Order, FCC 10-79, the Commission grants, with conditions, 21 waiver petitions filed by public safety entities seeking early deployment of statewide or local public safety broadband networks in the 700 MHz spectrum. One of the conditions for such waivers is the submission of the petitioner's interoperability plans will help ensure interoperability and roaming among these early deployments. Now, in an Order in DA 10-2342, allows state and local jurisdictions to begin broadband deployment and speed services to the public safety community. In addition to the certification requirement, the Order also includes requirements that waiver recipients certify, at various stages of deployment, their compliance with specific technical requirements. The Order provides that waiver recipients may include their various certifications and other required submissions as part of their quarterly reports tothe Bureau on their progress in the areas of planing, funding and deployment.

In DA 10-2343, the Commisson imposed additional, more refined technical conditions on these entities' deployments. To help the Commission monitor compliance with these requirements, we required that entities submit certifications and other information on the status of their deployments. We provided in the Order, that these could be submitted as part of their already-required quarterly reports.
