BUILDING OR ZONING PERMIT OFFICIALS 

The U.S. Census Bureau is very pleased to announce that electronic reporting  
Is now available for the Building Permits Survey! 

Effective July 1, 2011 (for permits issued in June 2011), electronic reporting is available as an additional 
method of responding to the Building Permits Survey (BPS).  The enclosed Form C‐404, “REPORT OF 
BUILDING OR ZONING PERMITS ISSUED FOR NEW PRIVATELY‐OWNED HOUSING UNITS”, displays the 
Username and Password that you need to access the BPS questionnaire via Internet at 
www.census.gov/econhelp/bps. 

If you choose to submit your BPS questionnaire via Internet, we will no longer mail you Form C‐404.  
Instead, we will email you each month when it is time to submit your data.  Mailing of the questionnaire 
will be resumed only if we do not receive your survey data electronically for three consecutive months.  
If you choose not to report electronically this month, you still may begin doing so at any time in the 
future.  Your Username and Password will appear on your Form C‐404 each month.  You may also 
continue to report via mail or fax if you prefer.   

The addition of electronic reporting will reduce our use of paper and costs for printing, postage, and 
keying of data from paper forms.  We anticipate a more efficient, expedient, and cost effective process 
with the addition of electronic reporting. 

The U.S. Census Bureau thanks you for your continued participation in the BPS.  Your response to the 
BPS helps ensure the quality and timely publication of important data on construction activity.
