SUBJECT: Change Request for "Next Series of Tobacco Use Supplements to the Current Population Survey (TUS-CPS)" OMB #:0925-0368, Exp. 3/31/2013


This change request is consistent with the expectations to submit a final version of the May 2011 Questionnaire, as part of the “Tobacco Use Supplement to the Current Population Survey (TUS-CPS)."


The TUS-CPS has been an ongoing survey and has received OMB approval for the past 18 years; most recent approval was in March, 2010. The current TUS-CPS (2010-2011) series of questionnaires includes a respondent burden estimated at 45,000 total hours (annualized to 15,000 hours) and was administered in May 2010, August 2010, and January 2011. An abbreviated follow up survey will be given to half the May 2011 sample.


The burden associated with the May 2011 Questionnaire was included in the most recent approval, and thus additional burden hours are not being requested.


During the most recent OMB submission, Attachment 2 (May 2011 Questionnaire) did not include the final May 2011 questionnaire. Instead this paragraph was submitted for approval.


The questions in the May 2011 Follow-Up questionnaire are expected to be a subset of those fielded in the main 2010-2011 TUS-CPS questionnaire (see Attachment # 1), resulting in an average of 6 minutes per response compared to the average of 9 minutes per response for the main 2010-2011 TUS-CPS. Unnecessary questions on smoking history already provided in May 2010 will not be repeated in the May 2011 fielding. There will be further streamlining to reduce burden. The final subset of questions from Attachment # 1 to be fielded in the May 2011 Follow-Up will be submitted at a later date as a change request.


As stated above, the final version of the May 2011 Questionnaire is now ready for OMB review and it is being submitted along with this change request memo.
