These regulations implement new section 501(m) of the Public Health Service Act which authorizes noncompetitive grants to public entities to enable them to address emergency substance abuse or mental health needs in local communities. Two types of awards are available. The regulations establishes criteria for determining when a mental health or substance abuse emergency exists and specifies application and reporting requirements.
