The License Limitation Program (LLP) restricts access to the commercial groundfish fisheries, commercial crab fisheries and commercial scallop fisheries in the Exclusive Economic Zone off Alaska except for certain areas where alternative programs exist. The intended effect of the LLP is to limit the number of participants and reduce fishing capacity in fisheries off Alaska. Amendment 86 substantially limits the number of licenses eligible to participate in the directed Pacific cod fisheries in Federal waters of the Western and Central Gulf of Alaska. The intent of the amendment is to prevent the future entry or re-entry of latent fixed gear licenses into the fixed gear Pacific cod fisheries, which could have adverse effects on license holders that have recently participated in, and exhibited dependence on, these fisheries.
