MEMORANDUM

TO: Shannon Rudisill

Office of Child Care

FROM: Lori Connors-Tadros

SUBJECT: Child Care and Development Fund Plan – Pre Print, FFY 2012-2013

DATE: November 22, 2010

I appreciate the opportunity to provide feedback to the CCDF Plan pre-Print and applaud the OCC for putting more rigor and consistency in the information gathered through the pre-print. Given the demands on states, it may be difficult for them to provide the depth and breadth of information requested. However, state administrators are best positioned to provide that level of feedback.

My comments, generally, address the need to use specific language to ask questions and get useful data on how states are addressing children ages 5 through 12, or school-age children.

Agency/Entities

Agencies serving school age children (ages 5 through 12) are not included in the following boxes:

  • State/Territory agency responsible for public education”

  • Other federal/state, local agency

  • Private Agencies

  • add 21st Century Community Learning Centers

  • child/youth-serving developmental services

  • Add Mott Statewide Afterschool Networks, Ready by 21

Page 10-11, Sections 1.6 and 1.6.1

  • early childhood development services” is referred to repeatedly in the coordination section

  • This language is not inclusive of school age children (ages 5 through 12)

  • Will not allow you to gather information on the ways states are coordinating CCDF activities in support of school-age children

  • Revise language, for example, child/youth-serving developmental services,:

Page 12, Sections 1.6.2 and 1.6.3

Language is not consistent, 1.6.2 does not reference school age and 1.6.3 does

Make language consistent- reference school-age programs in both

Page 26, Section 2.5.3

Summer programs are not identified

add Summer programs, either to before/after school, or to wrap around

Page 30, Part 3

2. Early Learning Guidelines do not address school age children

Add language to reference “school-age developmental learning standards”

Page 32, Section 3.1.1, b-1)

1st box does not identify school-based school-age programs

Add school-age programs in parentheses as example

Page 42, Section 3.2

Title does, and sections throughout, assumes school age developmental guidelines are categorized as “early learning”. This diffuses the importance of having developmentally appropriate school-age guidelines.

Change language throughout to include “school age developmental learning guidelines”

Page 42, Section 3.2.2

Domains are early childhood focused only

Revise to be more inclusive of birth to 12 domains

Page 44, Section 3.3.1

Section does not address inclusion of school-age programs in QRIS

Revise language—add question at the beginning about who (programs serving what ages) are included in the QRIS and therefore standards should apply to; and link to developmental guidelines, curricula etc

Page 46- 47, Section 3.3.4, a) and b)

  • The box on “customized instrument” is not specific enough and you will not get information on the many states that have developed school-age/youth program quality measure and self-assessments

  • Many states have developed quality improvement systems for 21st Century Community Learning Center programs

  • Add language in parens so that states are reminded to report these instruments as well

  • Add box for alignment with 21st Century Community Learning Centers

Page 49, Section 3.3.6, b)

School-age programs are not identified

Add to check boxes:

School-age child care

Page 50, Section 3.3.8

Very important to establish goals

Great job for including

Page 60, Appendix 1

Reference to early learning guidelines should be expanded to include school-age developmental learning standards throughout the document
