Governors may request waiver authority from the Secretary of Labor to waive certain provisions of the Workforce Investment Act Title I programs. Applications are submitted to the ETA National Office on behalf of states and local areas to implement reforms of State Workforce Investment systems.

While this submission is characterized as a revision, discretionary changes do not effect the burden estimates. The proposed Work-Flex Quarterly Reporting instructions are slightly different than the currently approved collection. The Department of Labor proposes to eliminate four questions requesting States to provide sums of waivers granted, and replaces it with a question asking States to explain any conditions it imposes on local areas granted a waiver under the Work-Flex authority. This change does not affect total burden. The DOL has changed its burden estimate to reflect the fact that the agency receives only one new application each year. The last submission reported 5 new applications, along with quarterly reporting for 5 applicants. The corrected estimate results in a reported burden reduction of 4 responses (from 25 to 21) and 640 hours (from 800 to 320 hours.)
