The Notice of Proposed Rulemaking (NOPR) on ‘Demand Response Compensation in Organized Wholesale Energy Markets’ (Docket No. RM10-17) was issued 3/18/2010 requesting public comment. After nearly 3,800 pages of comments, a subsequent technical conference, and the opportunity for additional comment, FERC issued Order 745 (at http://elibrary.ferc.gov/idmws/common/opennat.asp?fileID=12587185) on 3/15/2011.
