The information to be collected will
be used by FRA to ensure that the Congressional mandate to require
railroad carriers to establish and maintain a toll-free telephone
service to report emergencies at all public, private, and
pedestrian grade crossings for right-of-way over which they
dispatch trains will be carried out. The information to be
collected will also be used to monitor and enforce compliance with
the proposed regulation that carries out the Congressional
mandate.
The collection of information
associated with this proposed rule is new. By definition, the
entire estimated hourly burden is the result of a program change.
The proposed rule is the result of FRA complying with Section 205
of the Railroad Safety Improvement Act of 2008 (P.L. 110-432). The
cost to respondents is also a program change for the same
reason.
On behalf of this Federal agency, I certify that
