Dear Mr. Rutledge:

The Department of Housing and Urban Development (HUD) is seeking an emergency review of the Paperwork Reduction Act requirements for the DHAP Incremental Rent Transition Study. The Notices of Paperwork Submission (copies enclosed), proposed for immediate Federal Register publication, explains the burden of the collection requirements and invites public comment on them. This is a reinstated information collection request. The initial data collection was approved under OMB control number 2528-0256.

In compliance with the requirements of 5 CFR 1320.13, this letter requests emergency processing within 14 days from the date of publication of the Federal Register Notice. This emergency processing is essential to conduct in January and February 2010 because the Census “blackout” period begins in March 2010.

This emergency request is necessary at this time because it is an essential part of the DHAP Incremental Rent Transition Study. The purpose of the reinstatement is to conduct follow-up contacts with the respondents to the baseline survey to confirm their contact information, current housing and household status, and any potential future moves that might impact the researchers’ ability to contact the respondents for a 12-month follow-up telephone survey. The follow-up contact is necessary to maximize the response rate for the 12-month follow-up telephone survey.
