NOAA/National Marine Fisheries Service, the International Pacific Halibut Commission, and the State of Alaska/Department of Fish and Game jointly manage the sport charter halibut fisheries in the Gulf of Alaska. A halibut catch sharing plan is implemented to include the supplemental, individual use of commercial Individual Fishing Quota (IFQ) halibut to allow charter halibut permit holders to lease commercial IFQ, in order to provide additional anglers with harvesting opportunities, not to exceed limits in place for unguided anglers. This collection of halibut charter permits is necessary to monitor and enforce the area specific annual catch limits among Pacific halibut fishery participants in the waters in and off of the coast of Alaska.
