This collection of information is required by the Trademark Act, 15 U.S.C. 1051 et seq., which provides for the Federal registration of trademarks, service marks, collective trademarks and service marks, collective membership marks, and certification marks. Individuals and businesses that use or intend to use such marks in interstate commerce may file an application to register their marks with the USPTO. In some cases, the USPTO may issue an Office Action to request additional information before a mark can be registered. The USPTO is proposing to add 14 new requirements to this information collection, in TEAS, TEAS Global and paper formats.

The USPTO estimates that $4,338 in annual costs will be added to the collection due to the addition of eight new items. This increase is slightly offset by an administrative reduction of $1,248 due to reduced submissions for two existing items.
