Non-Substantive Change to VA Form 22-1999



VA is requesting a non-substantive revision to VA Form 22-1999, due to the enactment of Public Law 111-377, Post-9/11 Veterans Educational Assistance Improvement Act of 2010. VA does not anticipate an increase in burden due to the revision.


VA Form 22-1999 is being revised to allow individuals to report the net total amount of out-of-state charges assessed to the student if the Yellow Ribbon Program benefit will be covering some or all of the out-of-state charges. Specifically, VA is adding an additional column, titled Out-of-State charges, under the section for Yellow Ribbon Program. This section will be redesignated with two columns – A. Amount and B. Out-of-State charges. The instruction page of this form will be revised to reflect this change. Additionally, the two columns for reporting tuition and fees will be combined.
