OTS collects financial data from insured savings associations, their subsidiaries, and their holding companies in order to assure their safety and soundness as depositories of the personal of the personal monies of the general public. OTS monitors financial positions and interest-rate risk so that adverse conditions can be remedied promptly.
The agencies have determined that (1) the collection of information within the scope of this request is needed prior to the expiration of time periods established under 5 C.F.R. § 1320.10; (2) this collection of information is essential to the mission of the agencies; and (3) the agencies cannot reasonably comply with the normal clearance procedures because an unanticipated event has occurred and the use of normal clearance procedures is reasonably likely to prevent or disrupt the collection of information.
OTS is citing an increase in the burden due to revisions to the TFR resulting in an increase in the response time. OTS is also citing a decrease in number of responses.
The deposit insurance assessment-related reporting changes that are the subject of this request for emergency clearance will provide the information the FDIC needs to calculate (1) the assessment bases for all insured depository institutions as redefined in accordance with section 331(b) of the Dodd-Frank Act and the FDIC's final rule, and (2) the assessment rates for "large institutions" and "highly complex institutions" using a scorecard set forth in the final rule that combines CAMELS ratings and certain forward-looking financial measures to assess the risk such institutions pose to the Deposit Insurance Fund.
