The Office of Vocational Education requests a revision to its data collection requirements for four measures -- entered employment, retained employment, entry into postsecondary education and attainment of a secondary credential -- by changing the population to which these measures apply. Currently, states report on the relevant outcome for students who set goals related to the measure. Goal setting is being replaced with automatic cohort desgnation related to a student's employment status, having a secondary credential and taking General Educational Development tests. Approval is also sought for collecting new data on teacher experience and certification and student's years of schooling.

Name of Law: Adult Education and Family Literacy Act (AEFLA), Title II of WIA
A program change will result in a one-time increase of 11,210 hours because Adult education grantees will designate reporting cohorts based on certain learner criteria and collect new data on teacher experience, teacher certification, and student years of schooling. These changes will allow States to develop and implement program modifications more effectively.
