The FBI cites agency-to-agency variability in the degree of reporting arson as the main rationale for not producing national, regional, or state estimates of arson offenses. However, other crimes in which the FBI does provide estimates (i.e., major violent or property crimes) are also subject to partial reporting or nonreporting of offense data. As a condition for approval of this collection, the FBI must provide OMB within 6 months of this approval date either (1) proposed procedures for developing a national (and select subnational) estimates of arson crime or (2) an explanation of why estimation procedures are less reliable for and applicable to arson than for other crime types. Either response should reflect a good understanding of the statistical literature on imputation and estimation (e.g., Rubin, D.B. (1987) Multiple Imputation for Nonresponse in Surveys. J. Wiley & Sons, New York and Schafer, J.L. (1997) Analysis of Incomplete Multivariate Data. Chapman & Hall, London).

Under the authority of Title 28, Section 534, U.S. Code, Acquisition, Preservation, and Exchange of Identification Records; Appointment of Officials, April 23, 1990, and the enactment of the fiscal year 1979, Department of Justice Authorization Bill S. 3151, the FBI Uniform Crime Reporting (UCR) Program would request data about arson offenses from city, county, state, federal, and tribal law enforcement agencies throughout the country in order to generate reliable information on arson.
