The FBI cites
agency-to-agency variability in the degree of reporting arson as
the main rationale for not producing national, regional, or state
estimates of arson offenses. However, other crimes in which the FBI
does provide estimates (i.e., major violent or property crimes) are
also subject to partial reporting or nonreporting of offense data.
As a condition for approval of this collection, the FBI must
provide OMB within 6 months of this approval date either (1)
proposed procedures for developing a national (and select
subnational) estimates of arson crime or (2) an explanation of why
estimation procedures are less reliable for and applicable to arson
than for other crime types. Either response should reflect a good
understanding of the statistical literature on imputation and
estimation (e.g., Rubin, D.B. (1987) Multiple Imputation for
Nonresponse in Surveys. J. Wiley & Sons, New York and Schafer,
J.L. (1997) Analysis of Incomplete Multivariate Data. Chapman &
Hall, London).
