Veterans’ Workforce Investment Program (VWIP) in Program Year (PY) 2012
Abstract:
The U.S. Department of Labor, Veterans’ Employment and Training Service, will announce a grant competition under the Veterans’ Workforce Investment Program (VWIP) in Program Year 2012, as authorized under section 168 of the Workforce Investment Act (WIA) of 1998. Selected programs will assist eligible veterans by providing employment, training, and support services with an emphasis on implementing innovative approaches that increase the number of veteran participants who complete industry-recognized training programs and who receive occupational credentials and certifications to improve their overall competitiveness in the civilian workforce.
This SGA provides background information on the VWIP and identifies the critical elements that must be contained within proposals funded under this solicitation. It also describes the application submission requirements, the process that eligible applicants must use to apply for funds covered by this solicitation, and how grantees will be selected.

Based on past experience, the DOL expects to receive approximately 100 applications. Public reporting burden for the information collection is estimated to average 20 hours per response for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information.
100 applications x 20 hours = 2000 hours.
In addition to the application, each grantee will be required to submit quarterly financial, performance, and narrative reports to ETA. Those information collection requirements will be cleared under a separate Control Number.
The DOL has increased the January 2012, average hourly earnings in the professional and business services industry of $27.86 by 40 percent (total $39.00) to monetize this burden. See The Employment Situation—March 2012, DOL, Bureau of Labor Statistics, http://www.bls.gov/news.release/archives/empsit_04062012.pdf at 32.
2000 hours x $39.00 = $78,000.
The DOL associates no other burden costs with this information collection.
Total burden: 100 respondents, 100 responses, 2000 hours, $0 other cost burden.
