Per Secretarial Orders 3302 and 3299, BOEMRE will be split into two bureaus: the Bureau of Ocean Energy Management (BOEM) and the Bureau of Safety and Environmental Enforcement (BSEE). Only 1 regulatory requirement from 30 CFR 250, Subpart J, Pipelines and Pipeline Rights-of-Way (1010-0050) will remain under BOEM’s regulatory responsibility. The remainder of the subpart J regulations and information collection will be transferred to BSEE’s regulatory authority. Therefore, in anticipation of the transfer, we are consolidating that 1 requirement from 1010-0050 (30 CFR 250.1011(a), 23 burden hours) into the BOEM collection on leasing and bonding, OMB Control Number 1010-0006, 30 CFR 256, Leasing of Sulphur or Oil and Gas in the OCS. After OMB approves the consolidation, the remaining collection of 1010-0050 will be transferred to BSEE under the 1014 control number series.
