Current Indicator (b)(1) Requirements

(as modified by the Interim Final Rule)

By January 31, 2012, the State must develop and implement a statewide longitudinal data system that incorporates the twelve elements of the America COMPETES Act.

  1. Extension request. The Office of the Governor and the State educational agency jointly request the U.S. Department of Education (Department) to extend from January 31, 2012 to December 31, 2012 the deadline by which the State must develop and implement a statewide longitudinal data system under Indicator (b)(1) that includes the 12 elements of the America COMPETES Act.



  1. Current status. The Office of the Governor and the State educational agency assure that the State’s statewide longitudinal data system currently incorporates the following elements of the America COMPETES Act [check all relevant elements]:


With respect to preschool through grade 12 education and postsecondary education –

  • A unique statewide student identifier that does not permit a student to be individually identified by users of the system.

  • Student-level enrollment, demographic, and program participation information.

  • Student-level information about the points at which students exit, transfer in, transfer out, drop out, or complete P–16 education programs.

  • The capacity to communicate with higher education data systems.

  • A State data audit system assessing data quality, validity, and reliability.


With respect to preschool through grade 12 education –

  • Yearly test records of individual students with respect to assessments under section 1111(b) of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6311(b)).

  • Information on students not tested by grade and subject.

  • A teacher identifier system with the ability to match teachers to students.

  • Student-level transcript information, including information on courses completed and grades earned.

  • Student-level college readiness test scores.





With respect to postsecondary education, data that provide –

  • Information regarding the extent to which students transition successfully from secondary school to postsecondary education, including whether students enroll in remedial coursework.

  • Other information determined necessary to address alignment and adequate preparation for success in postsecondary education.



  1. Assurance of future effort. The Office of the Governor and the State educational agency further assure that the State will incorporate the remaining elements that are not identified above into its statewide longitudinal data system by December 31, 2012.



  1. Assurance for revised plan. The Office of the Governor and the State educational agency further assure that the State will submit to the Department, no later than 60 days from the date of submission of this request for an extension, a revised plan for incorporating the remaining elements into its statewide longitudinal data system by December 31, 2012. The revised plan will include the following information:

  1. A detailed description of the appropriate steps that the State will take to incorporate the remaining elements into its statewide longitudinal data system by December 31, 2012, including a reasonable timeline for those actions;

  2. Identification of the agency or agencies in the State responsible for the development and implementation of the revised plan for incorporating the remaining elements into the State’s statewide longitudinal data system; and

  3. An overall budget, including the funding sources, that is sufficient to support the development and implementation of such revised plan.


  1. Consequences for failing to meet the deadline. The Office of the Governor and the State educational agency acknowledge that if the Department extends to December 31, 2012 the deadline by which the State must develop and implement a statewide longitudinal data system that includes the 12 elements of the America COMPETES Act and the State fails to meet this deadline, both the Office of the Governor and the State educational agency may be placed on high-risk status and subject to such sanctions as the Department may impose,


consistent with the sanctions outlined in the “Notice of Final Revisions to Certain Data Collection and Reporting Requirements, and Final Priority” for the State Fiscal Stabilization Fund program.
