Indicator (c)(11) for In-State Public Institutions

of Higher Education


Current Indicator (c)(11) Requirements

(as modified by the Interim Final Rule)


By January 31, 2012, a State must collect and publicly report or have the capacity to collect and publicly report, for the State, for each local educational agency in the State, for each high school in the State and, at each of these levels, by student subgroup (consistent with section 1111(b)(2)(C)(v)(II) of the Elementary and Secondary Education Act), of the students who graduate from high school consistent with 34 CFR 200.19(b)(1)(1)(i) the number and percentage (including numerator and denominator) who enroll in a institution of higher education (as defined in section 101(a) of the Higher Education Act) within 16 months of receiving a regular high school diploma.

  1. Extension request. The Office of the Governor and the State educational agency jointly request the U.S. Department of Education (Department) to extend from January 31, 2012 to December 31, 2012 the deadline by which the State must collect and publicly report, or develop the capacity to collect and publicly report, student enrollment data under Indicator (c)(11) for high school graduates who enroll in an in-State public institution of higher education (IHE).



  1. Current status. The Office of the Governor and the State educational agency have attached to this request a description of the State’s current capacity to collect and publicly report student enrollment data for high school graduates who enroll in an in-State public IHE and assure that such description is an accurate reflection of the State’s current capacity to collect and publicly report such data required under Indicator (c)(11).


  1. Assurance of future effort. The Office of the Governor and the State educational agency further assure that the State will --


  1. Collect and publicly report, by December 31, 2012, the student enrollment data required under Indicator (c)(11) for high school graduates who enroll in an in-State public IHE; or


  1. Develop the capacity to collect and publicly report such data by December 31, 2012.


  1. Assurance for revised plan. The Office of the Governor and the State educational agency further assure that the State will submit to the Department, no later than 60 days from the date of submission of this request for an extension, a revised plan for how the State will –

  1. Collect and publicly report, by December 31, 2012, the student enrollment data required under Indicator (c)(11) for high school graduates who enroll in an in-State public IHE; or


  1. Develop the capacity to collect and publicly report such data by December 31, 2012.



The revised plan will include the following information:

  1. A detailed description of the appropriate steps that the State will take to ensure that the requirements of Indicator (c)(11) for high school graduates who enroll in in-State public IHEs will be met by December 31, 2012, including a reasonable timeline for those actions;


  1. Identification of the agency or agencies in the State responsible for the development and implementation of the revised plan for Indicator (c)(11) relative to high school graduates who enroll in in-State public IHEs; and


  1. An overall budget, including the funding sources, that is sufficient to support the development and implementation of such revised plan.


  1. Consequences for failing to meet the deadline. The Office of the Governor and the State educational agency acknowledge that if the Department extends to December 31, 2012 the deadline by which the State must meet the requirements under Indicator (c)(11) for high school graduates who enroll in in-State public IHEs and the State fails to meet this deadline, both the Office of the Governor and the State educational agency may be placed on high-risk status and subject to such sanctions as the Department may impose, consistent with the


sanctions outlined in the “Notice of Final Revisions to Certain Data Collection and Reporting Requirements, and Final Priority” for the State Fiscal Stabilization Fund program.
