General Comment
THIS IS MY CORRECTED COMMENT
My wife is Medical Team Manager of CA-TF1 of LA City Fire Department's FEMA/Urban Search &
Rescue Team deployed to work on the front lines of the rescue effort on The Rubble Pile at Ground
Zero for the first 10 days following the attacks. She almost succumbed to attendant health problems.
DOJ must conform and correct the language of the Rulemaking, on which the Special Master will
soley and specifically rely, as follows:
I. The language must assure that, as First Responders Federalized during deployments only and NOT
staff firefigherts, those those who fit into this categoty (particulalry those from out-of-state) qualify
for all benefits
II. The language must assure that the benefits extend not only to those engaged in "Debris
Removal," but AS WELL to first responders engaged in search & rescue activities.
III. The language must make it clear that the rulemaking re-opens the Victims Compensation Fund
to First Responders, whether from New York or out of state, including those who were deployed by
FEMA/Urban Search & Rescue from out-of-state and
IV The language must provide for a straightforward and understandable process which an individual

First Responder can use to apply for benefits should he/she elect not to retain the services of the
growing number of attorneys and law firms attempting to provide mass representation in numbers
that can't reasonably allow for competent individual representation.
The kindness of an acknowledgement would be deeply appreciated.
