This Justification for Change requests merging OMB Control Number 0581-0265 Softwood Lumber Research, Promotion, Consumer Education & Industry Information Program (Referendum) into OMB Control Number 0581-0264 Softwood Lumber Research, Promotion, Consumer Education & Industry Information Order (Order).


Because the Softwood Lumber Program was new and there was rulemaking involved, we did not want to tie-up the primary collection package for Research and Promotion Programs (0581-0093). Instead, two new collections were created. One collection package is for the referendum process (0581-0265), and the other for the Order (0581-0264) for the remaining forms, if the referendum passed. Within the rule and in each supporting statement, it states that upon OMB approval the collections will be merged into one package. Therefore, we are requesting approval to merge the burden and form approved under 0581-0265 into 0581-0264.


Discontinuation would be submitted to OMB for 0581-0265 upon approval of this request.


0581-0265: 466 respondents x 0.2 responses = 93 responses x 0.25 hours/response = 23 burden hours

0581-0264: 1478 respondents = 4402 responses = 1848 burden hours

Grand Total 1871 burden hours


The total number of respondents would be 1478, since the same respondents in 0581-0265 would be responding to 0581-0264 and can only be counted once. In addition, the affected public would primarily be business or other for-profit entities, as well as farms.
