In accordance
with 5 CFR 1320, the information collection is approved. However,
this approval extends only to the instrument contained in the
collection (FNS-583.pdf). Collection by other means, i.e., through
the Food Program Reporting System, was not requested nor were the
instruments included. Any collection via these means is not
approved and is being conducted in violation of the Paperwork
Reduction Act. Approval is only given for 12 months. During those
12 months, an ICR should be submitted for the Food Program
Reporting System that will incorporate the submission of
information associated with this collection.

The FNS E&T Program Activity
Report is used to report on E&T activities conducted by State
agencies. Data reported on the FNS-583 are the basic elements of
information used in program planning and management.
As a result of adding an
additional annual request for more funds from State agencies,
annual responses increased by 4 from 222 to 226 and burden
increased of 6 hours by using the most recent data (2010) on the
number of requests received. The number of burden hours increased
from 21,755 to 26,083 hours. Most of the increase is due to a
higher number of work registrants. This resulted in an increase of
5,177 hours (15,931.76 hours 10,755 hours). The number of E&T
activity placements also increased by 299 hours (9,333.04 hours -
9,033.80 hours). Although the number of work registrants and
E&T activity placements increased, the number of State agencies
using 15 percent exemptions decreased. In 2010, most States had
statewide waivers of ABAWD time-limits and did not use 15 percent
exemptions. The number of States using 15 percent exemptions
decreased from 32 to 7 State agencies. Thus, the burden hours for
15 percent exemptions decreased by 1,143 hours (547.42 hours
1,710.6 hours). In total, these changes constitute an overall
upward adjustment of 4,322 hours.
