Agency Information Collection Activities: Extension of a=20
Currently Approved Information Collection; Comment Request
ACTION: 60-Day Notice of Information Collection Under Review: Form N-
400, Application for Naturalization.

The Department of Homeland Security, U.S. Citizenship and=20
Immigration Services will be submitting the following information=20
collection request for review and clearance in accordance with the=20
Paperwork Reduction Act of 1995. The information collection is=20
published to obtain comments from the public and affected agencies.=20
Comments are encouraged and will be accepted for 60 days until October=20
11, 2011.
During this 60-day period, USCIS will be evaluating whether to=20
revise the Form N-400. Should USCIS decide to revise Form N-400 we will=20
advise the public when we publish the 30-day notice in the Federal=20
Register in accordance with the Paperwork Reduction Act. The public=20
will then have 30 days to comment on any revisions to the Form N-400.
Written comments and suggestions regarding items contained in this=20
notice, and especially with regard to the estimated public burden and=20
associated response time should be directed to the Department of=20
Homeland Security (DHS), USCIS, Chief, Regulatory Products Division, 20=20
Massachusetts Avenue, NW., Washington, DC 20529-2020. Comments may also=20
be submitted to DHS via facsimile to 202-272-0997, or via e-mail at=20
<A href=3D"mailto:[email protected]">[email protected]</A>. =
When submitting comments by e-mail please add=20
the OMB Control Number 1615-0052 in the subject box.

Written comments and suggestions from the public and affected=20
agencies concerning the collection of information should address one or=20
more of the following four points:
(1) Evaluate whether the proposed collection of information is=20
necessary for the proper performance of the functions of the agency,=20
including whether the information will have practical utility;
(2) Evaluate the accuracy of the agencies estimate of the burden of=20
the proposed collection of information, including the validity of the=20
methodology and assumptions used;
(3) Enhance the quality, utility, and clarity of the information to=20
be collected; and
(4) Minimize the burden of the collection of information on those=20
who are to respond, including through the use of appropriate automated,=20
electronic, mechanical, or other technological collection techniques or=20
other forms of information technology, e.g., permitting electronic=20
submission of responses.
Overview of This Information Collection
(1) Type of Information Collection: Extension of a currently=20
approved information collection.
(2) Title of the Form/Collection: Application for Naturalization.
(3) Agency form number, if any, and the applicable component of the=20
Department of Homeland Security sponsoring the collection: Form N-400,=20
U.S. Citizenship and Immigration Services.
(4) Affected public who will be asked or required to respond, as=20
well as a brief abstract: Primary--Individuals or households. USCIS=20
uses the information on this form to determine an applicant's=20
eligibility for naturalization.
(5) An estimate of the total number of respondents and the amount=20
of time estimated for an average respondent to respond: 693,890=20
responses at 6 hours and 8 minutes (6.13 hours) per response.
(6) An estimate of the total public burden (in hours) associated=20
with the collection: 4,253,545 annual burden hours.
