This notice provides guidance to Iowa housing credit agencies regarding the suspension of certain income limitation requirements under section 42 of the Internal Revenue Code for certain low-income housing tax credit properties as a result of the devastation caused by flooding in Iowa.
The notice is effective notice is effective June 27, 2011 (the date of the President’s major disaster declaration for devastation caused by flooding during the period of May 25, 2011 to August 1, 2011). Displaced and homeless individuals, property owners, and the Iowa Finance Authority urgently need the guidance in this notice. On October 18, 2011, the Federal Emergency Management Agency (FEMA) designated jurisdictions for Individual Assistance resulting from the flooding during the period of May 25, 2011 to August 1, 2011. The state has informed us that there are quite a number of families who need the shelter this notice will provide.

This is a new collection. The information will be used to enable the Service and the Iowa housing credit agencies to verify whether displaced individuals warrant temporary housing in vacant low-income housing credit projects in accordance with existing requirements under section 42 of the Internal Revenue Code. This results in a burden increase of 125 total hours.
