  • Background 

    • AFSP transferred from FBI to TSA in September/October 2004 

    • AFSP operates under Interim Final Rule, 49 CFR Part 1552 

    • AFSP processes applications for non-U.S. citizens seeking flight training for : 

      • Category 1-3 training, which includes  

      • Initial training                Multi-engine training         

      • Instrument training                Type-rated training 

      • Category 4 recurrent training applications. 

  • Program Approach 

      • Maintains system of record for training applications 

      • Confirms candidate meets minimum qualifications for training 

      • Determines if individual has been denied previously by AFSP 

      • TSA/AFSP supports a fee charge for vetting and processing training requests. 

 

 

 

 
  1. Types of AFSP Provider ID’s

  • There are two types of providers.   

    • - Provider Administrators 

    • - Provider Agents 

  •  Each school is restricted to one Provider Administrator account but may have many Provider Agent accounts 

     

  •  Schools are overseen and regulated by the Federal Aviation Administration (FAA) through Flight Safety District Office (FSDO) AFSP accounts.
