Section 17.4 is necessary to assure a uniform registration process for owners of antenna structures, to identify antenna structure owners, and to identify malfunctioning lights on antenna structures. The information will be used by the Commission during investigations related to air safety or radio frequency interference. A registration number will be issued to identify antenna structure owners in order to enforce the congressionally mandated provisions related to the owners.

The Commission has increased the number of responses significantly but reducing the total annual burden and annual costs. The reason for the increase in responses is due a recalculation of the the number of responses. The decrease is due to recalculations of the burden hours and annual costs.
