Justification for a Nonmaterial/Nonsubstantive Change Request


NIST is requesting a Nonmaterial/Nonsubstantive Change to slightly modify the NIST-1103 for the NIST Summer Institute for Middle School Science Teachers and Research Experience for Teachers Program Application, for a one-time only program for teachers from the District of Columbia Public Schools. This new program will be titled “NIST Summer Institute for DCPS Middle School Science Teachers (NIST Summer Institute)”. The program evolved out of making contact, after several years of effort, with the two people at DCPS in the role of science supervisors which led to access to DCPS science teachers. Since NIST has been working with surrounding county school districts since 2007, and DCPS has many high-need schools, NIST wanted to offer DCPS this opportunity to have its teachers participate in an abbreviated NIST Summer Institute.


The modified application will be NIST-1103-A. Changes to the NIST-1103 include deletion of references to the Research Experience for Teachers program, which will eliminate any confusion regarding this second program, which is not being offered to DCPS teachers, and reference to the Federal Funding Opportunity (FFO) which is not applicable for this program.



Original Title: NIST-1103 - Teacher Application for the NIST Summer Institute for Middle School Science Teachers (NIST Summer Institute) or the NIST Research Experience for Teachers (NIST RET)


Proposed Modified Title: NIST-1103-A - Teacher Application for the NIST Summer Institute for DCPS Middle School Science Teachers (NIST Summer Institute)


Reason for Change: Adding this additional form to this Information Collection (IC) will allow the DCPS teachers to apply for this one-time only abbreviated NIST Summer Institute.



Original Question 12:

If nominated for the NIST Summer Institute, will you be able to commit two (2) full weeks to attend the NIST Summer Institute, from 9 a.m. to 4 p.m. Monday through Friday on the dates specified in the Announcement of Federal Funding Opportunity (FFO) or if nominated for the NIST RET, will you be able to commit six (6) full continuous weeks to participate in the NIST RET, from 8:30 a.m. to 5 p.m. Monday through Friday during the summer?


Proposed Modified Question Re-numbered as 10:

If nominated for the NIST Summer Institute, will you be able to commit one (1) full week to attend the NIST Summer Institute, June 25-29, 2012, from 9 a.m. to 4 p.m. Monday through Friday.


Reason for Change: This allows the applicant to fully understand and to be able to commit to the specific dates and time frames involved in participating in this one time only abbreviated NIST Summer Institute.

Reason for Change: The need for these questions is not required since they are not relevant to or for the DCPS School applicants. This is the first opportunity for the DCPS Teachers to apply and participate in the NIST Summer Institute.


The removal of three questions (9, 10, and 23) requires that the remaining questions be renumbered. The NIST-1103 has a total of twenty-four (24) questions. The proposed modified application, NIST-1103-A will have a total of twenty-one (21) questions.


Since additional teachers, as many as 50, are expected to complete NIST-1103-A, NIST is requesting that the annual burden hours associated with this collection be increased from 100 hours to 150 hours in order to accommodate this one time only abbreviated opportunity.
