CMVs by drivers with ITDM will
achieve the requisite level of safety
required of all exemptions granted
under 49 U.S.C. 31136(e).
Section 4129(d) also directed FMCSA
to ensure that drivers of CMVs with
ITDM are not held to a higher standard
than other drivers, with the exception of
limited operating, monitoring and
medical requirements that are deemed
medically necessary. The FMCSA
concluded that all of the operating,
monitoring and medical requirements
set out in the September 3, 2003 notice,
except as modified, were in compliance
with section 4129(d). Therefore, all of
the requirements set out in the
September 3, 2003 notice, except as
modified by the notice in the Federal
Register on November 8, 2005 (70 FR
67777), remain in effect.

Summary of Collection of
Information: The Effective U.S. Control
(EUSC)/Parent Company collection
consists of an inventory of foreignregistered vessels owned by U.S.
citizens. Specially, the collection
consists of responses from vessel
owners verifying or correcting vessel
ownership data and characteristics
found in commercial publications. The
information obtained could be vital in a
national or international emergency and
is essential to the logistical support
planning operations conducted by
Maritime Administration officials.
Description of Respondents: U.S.
citizens who own foreign-registered
vessels.
Annual Responses: 60.
Annual Burden: 30.

Abstract: Shareholders of Interest
Charge Domestic International Sales
Corporations (IC–DISCs) use Form 8404
to figure and report an interest charge
on their DISC-related deferred tax
liability. The interest charge is required
by Internal Revenue Code section 995(f).
IRS uses Form 8404 to determine
whether the shareholder has correctly
figured and paid the interest charge on
a timely basis.
