SUPPLEMENTARY STATEMENT FOR VA FORM 21-22,
APPOINTMENT OF VETERANS SERVICE ORGANIZATION
AS CLAIMANT’S REPRESENTATIVE (2900-0321)
VA is requesting a non-substantive revision to VA Form 21-22, Appointment of Veterans Service Organization as Claimant’s Representative.
38 C.F. R § 14.631 (a)now states: “without the signature of a person providing representation for a particular claim under § 14.630 of this part or an accredited veterans service organization representative, agent, or attorney, the appointment is invalid, and the person appointed to provide representation is under no obligation to do so.” VA has therefore revised the VA Form 21-22 to conform to this regulation.
VA has amended this form by adding a signature block for Veterans Service Organizations (VSOs) and a checkbox for claimants to authorize their VSO to change their address. In addition, VA has updated the list of VSO’s on the back of the form, made some minor changes for clarity, and deleted copy 4 of the form, which no longer has a business need.
