The Uniform Grant Application for Non-Entitlement Discretionary Grants, OMB Docket #0584-0512, allows the Food and Nutrition Service (FNS) to add programs to the list of approved programs that use this generic clearance process periodically, provided that approval is obtained in advance.
FNS is requesting OMB approval to add the project Healthy Incentives Pilot (HIP) to the list of approved projects. FNS intends to award a cooperative agreement in the form of a grant to one State Agency to provide point-of-purchase financial incentives to Supplemental Nutrition Assistance Program (SNAP) participants who purchase fruits and vegetables with their SNAP benefits. An FNS-hired independent evaluation firm will rigorously assess the impact of providing these incentives on the purchase and consumption of fruits and vegetables by HIP participants. We are requesting to use 480 hours of the currently approved 31,340 hours for States to respond to the Request for Application to operate this Pilot.
