In support of the U.S. Census Bureau’s Geographic Support System Initiative (GSS-I) and in preparation for the 2020 Census, the Census Bureau, in collaboration with the Esri Corporation, developed a web-based Geographic Information System (GIS) platform called Community TIGER. Community TIGER operates in a cloud environment and provides address and spatial management tools to federal, tribal, state, and local governments to process and potentially submit addresses and geospatial information for purpose of the GSS-I. In this cloud environment, users are able to utilize tools to standardize, match, unduplicate, and geocode addresses as well as validate, review, and detect any conflicts in geospatial (boundaries or streets) data. Users receive immediate feedback from the Community TIGER system when for the available tools; for example, Community TIGER flags potential duplication by alerting the user to a second entry of the same address.
Community TIGER uses the Census Bureau’s TIGER (Topologically Integrated Geographic Encoding and Referencing) System as a base map resource, and then incorporates additional data and software applications provided by Esri Corporation. The Census Bureau does not provide or disclose any addresses, respondent data, or other personally identifiable information protected by the data confidentiality provisions of U.S.C. Title 13 through the Community TIGER system.
Community TIGER provides users with basic GIS functionality, as well as a convenient method of data collection specific to the Census Bureau. Users can choose to share their data with other Community TIGER users, the Census Bureau, Esri Corporation and their affiliates, or any combination thereof. The Census Bureau anticipates that Community TIGER will promote increased partnership, cooperation, and data sharing.
The Community TIGER system represents an alternative method of participating in the GSS-I. The original method of participation, approved in OMB Control Number 0607-0795, called for the direct delivery of participant address and spatial data to the Census Bureau. The Community TIGER system offers participants a set of data management tools that are not available to participants who choose to deliver their data directly to the Census Bureau. The Census Bureau estimates that it will take five (5) hours for each government to participate in Community TIGER.
