Reason For Changes

The FY10 fee rule authorized USCIS to collect biometrics from overseas applicants. Prior to May 2012, USCIS could not process biometrics fee payments from overseas filers. System upgrades both internally and at the Lockbox provider now allow for collection of biometrics from all applicants except as noted below.

Page 7, What Is the Filing Fee?

The filing fee for Form N-400 is $595.

An additional biometric fee of $80 is required when filing Form N-400. After you submit Form N-400, USCIS will notify you about when and where to go for biometric services.

NOTE: All naturalization applicants filing under the military provisions, section 328 or 329 of the INA, do not require a filing fee.

Applicants 75 years of age or older are exempt from the biometric fee. Individuals who require fingerprinting and who reside outside of the United States at the time of filing an application or petition for immigration benefits are exempt from biometric fees.

The fee for filing Form N-400 is $595.

NOTE: No fee is required for military applicants filing under Section 328 and 329 of the INA.

USCIS requires you to pay a biometrics services fee of $85 when filing Form N-400 regardless of where you live and whether you are filing from within the United States or abroad.

Attach your check to your Form N-400. USCIS will return your check if you mail it separately from your Form N-400. Do NOT submit one payment for multiple applications because it may cause delays. For example, if you submit a separate Form N-400 application for you and your spouse, you must attach a separate check for each Form N-400. After you submit Form N-400, USCIS will notify you about when and where to go for biometrics services.

USCIS will reject your Form N-400 if you submit the incorrect fee. In such a case, any filing fee that USCIS accepted will be refunded.

Biometrics Services Fee Exceptions

You do not have to pay a biometrics services fee if:

1. You are 75 years of age or older; or

2. You are filing under the military provisions, section 328 or 329 of the INA.

USCIS cannot accept a biometrics services fee if you are not required to pay a biometrics services fee. USCIS will reject your Form N-400 if you attach a check for more than what you are required to pay.
