INSTRUCTIONS
IFQ REGISTERED BUYER EX-VESSEL VOLUME AND VALUE REPORT
The completed IFQ Registered Buyer Ex-Vessel Volume and Value Report
must be postmarked or received by NMFS no later than October 15.

GENERAL INFORMATION
NMFS Alaska Region administers the Halibut and Sablefish Individual Fishing Quota (IFQ) Program in the North Pacific.
The IFQ Program is a limited access system authorized by section 303(b) of the Magnuson–Stevens Fishery Conservation
and Management Act (Magnuson–Stevens Act) and the Northern Pacific Halibut Act of 1982. IFQ cost recovery is
mandated by Section 304(d)(2) of the Magnuson-Stevens Act.
NMFS collects fees at the end of each year to recover costs incurred by the agency for IFQ program management in that
same year and costs incurred by observer coverage. Vessels participating in halibut Western Alaska Community
Development Quota (CDQ) fisheries are subject to observer fees for landings of halibut CDQ. The purpose of this form is to
collect information from IFQ Registered Buyers that act as a shoreside processor so that NMFS (Restricted Access
Management) can establish a “standard” ex-vessel price to determine the value in the following year for purposes of the
observer fee for halibut IFQ and CDQ landings, sablefish IFQ landings, and sablefish landings that accrue against the fixed
gear sablefish CDQ allocation by catcher vessels in the partial coverage category. Observer fees would be assessed on all
landings in a year to pay for observer coverage in the following year.
An IFQ Registered Buyer that also operates as a shoreside processor and receives and purchases IFQ landings of sablefish or
halibut or CDQ landings of halibut must submit annually to NMFS a complete IFQ Value and Volume Report (Buyer
Report) by October 15 of the year receiving IFQ fish.
The completed form must be received by NMFS/RAM by no later than October 15. When complete, submit:
By mail to:

NMFS Alaska Region
Attn: RAM Program
P.O. Box 21668
Juneau AK 99802-1668

By FAX to:

907-586-7354
