Section 3005 of the Affordable Care
Act authorizes the establishment of a new quality reporting program
for PPS-exempt cancer hospitals (PCHs). Beginning in FY 2014 and
subsequent fiscal years, the quality measures PPS-exempt cancer
hospitals are required to collect and submit five (5) quality
measures to CMS through the Center for Disease Control/National
Health Safety Network (CDC/NHSN) and American College of
Surgeons'/Commission on Cancer/National Cancer Data Base
(ACS/CoC/NCDB). In an effort to minimize burden and maximize
efficiency, CMS has leverage two existing systems to collect
aggregated and calculated measure rates from the above mentioned
entities. These entities will submit the aggregated and calculated
measure rates, in a form, manner and time as specified by CMS, via
a secure portal known as the QualityNet Web site beginning of
October 1, 2012 for FY2014 program year. CMS is proposing to
implement some procedural requirements to align with current
quality reporting programs. These procedural requirements would
involve submitting necessary forms to comply with the PCHQR Program
and aligns with current CMS reporting requirements for other
quality programs. The aforementioned forms are the Notice of
Participation (NOP), Decline Participation, Data Accuracy and
Completeness Acknowledgement (DACA), and Intensive Care Unit (ICU)
Location Waiver (specifically for the HAI measures) forms.
