In the Notice of Proposed Rulemaking, MB Docket No. 11-43, FCC 11-36, adopted March 2, 2011 and released March 3, 2011, the Commission takes an initial step to implement the Twenty-First Century Communications and Video Accessibility Act of 2010, by seeking comment on the mandated reinstatement of video description rules that would apply to MVPDs and network-affiliated broadcasters. The requirements were adopted as proposed. The Commission is submitting this non-substantial change request submission to the Office of Management and Budget (OMB) to simply remove a portion of the burden hours and costs that were approved under OMB control number 3060-1148 and place them into collection 3060-0874. This modification is due to the filing of complaints alleging violations of the video description rules now being able to be filed via FCC Form 2000C. Therefore, pursuant to the video description rules that will go into effect on July 1, 2012, a portion of these complaints can now be filed on FCC Form 2000C, which is currently housed under OMB collection 3060-0874. The Commission received OMB approval for the filing requirement on September 8, 2011.

Due to the new video description rules that will go into effect on July 1, 2012, the Commission adjusts the burdens in this information collection for "complaints alleging violations of the video description rules" requirement since these forms can now be filed on FCC Form 2000C (collection 3060-0874). Therefore, the number of annual number of respondents decreased by -26, from 76 to 50 respondents; the number of annual responses decreased by -26, from 80 to 54 responses; the annual number of burden hours decreased by -28, from 144 to 116 hours; and the total annual cost decreased by -$3,510, from $26,250 to $22,740 hours. There are no program changes.
