Justification/Explanation for Non-Substantive Change Review

for the July 2012 edition of RI 34-3 and RI 34-19 (3206-0167)

Since the last OMB review we have:

• Revised the information regarding FINAL DECISION. The approved version states: If our decision is not in your favor, any further rights of review available to you will be explained at that time.

• Clarified the above information to specifically state: If our decision is not in your favor, you have the right to file an appeal with the Merit Systems Protection Board. You will receive further information on where to file an appeal at that time. An appeal to MSPB must be filed within 30 days from the date of our final decision, or within 30 days from the date of receipt, whichever is later.
